Royal said he has skills and experience as a financial adviser at Northwestern Mutual, a financial services and wealth management firm in Omaha. What role do politics play in the state treasurer position?

The state treasurer is an administrative officer who oversees important functions related to the Nebraska taxpayer. The position is not about writing laws, so Nebraskans need a qualified professional who knows the dynamics of money management and accounting principles. As state treasurer, I will make decisions for the Nebraska taxpayer based on data, performance, fees and principles of stewardship.

What experience do you have that would contribute to fulfilling the duties of the treasurer’s office, including investments and record keeping?

The state treasurer’s role is directly related to my education, training and experience. I am a certified public accountant with experience in public accounting at Deloitte. I currently work in financial services at Northwestern Mutual. My experience in both accounting and investment management gives me a strong financial background to add value for Nebraskans as state treasurer.

What new ideas do you have to make the office of the state treasurer more efficient?

My highest responsibility as state treasurer is to manage taxpayer dollars well. State spending will be transparent and accessible online via an open checkbook. I will ensure taxpayer dollars are properly accounted for, effectively invested and completely protected. I will employ cash concentration techniques like pooling and netting of interdepartmental invoices to increase treasury efficiency and minimize costs for administration.

In what ways can the state treasurer drive state policy?

The state treasurer has many key functions related to taxpayer money management and stewardship. Those responsibilities carry weight. I will use the state treasurer’s position to advocate for Nebraskans in the state Capitol and promote the conservative values of stewardship, lower taxes, efficiency in government and protection of the unborn.

Should the office of state treasurer be subject to a nonpartisan election?

The state treasurer election should remain a partisan election. Partisan primary elections are important for voters, candidates and political parties. I continue to refine my message of managing taxpayer dollars well, working to make our 529 plan one of the best in the country and ensuring the next generation of Nebraskans is financially equipped for the future through a robust financial literacy initiative.

These last few months, I have put approximately 8,000 miles on my Jeep, meeting voters and sharing why I believe I am the best candidate to be your next State Treasurer. Royal brings financial experience as state treasurer candidate

Taylor Royal, 28, of Omaha, brought his campaign for Nebraska state treasurer to Grand Island Friday.

Royal is running against John Murante of Gretna. They are seeking to replace Don Stenberg. He is the current state treasurer and cannot seek re-election because of term limits.

Both Royal and Murante are Republicans. The primary election will be on May 15.

Royal works with his father, Scott Royal, as a financial manager at Northwestern Mutual. In 2015, he lost in the primary election for Omaha mayor. His opponent, Jean Stothert, became mayor and has endorsed Royal for state treasurer.

Royal is an Omaha native and went to Skutt Catholic High School. He graduated with an accounting and finance degree from the University of Nebraska-Lincoln. Royal received his master’s degree in accounting from Southern Methodist University. He is a certified public accountant.

“If you want to run for any political office, you should have the direct experience that’s related to that office,” Royal said. “Otherwise, how are you going to add value for Nebraskans.”

He said he has the background, education, and experience that qualifies him for the office.

The state treasurer’s responsibilities are financial stewardship and money management, he said.

“It helps to have someone who has managed money before,” he said.

Royal describes the state treasurer as Nebraska’s chief financial officer.

As CFO of the state, he said the treasurer, “Makes sure that we are hitting revenue forecast. If there is an issue, we should have contingency plans in place to help that.”

Royal said the Nebraska Unicameral is considering Gov. Pete Ricketts’ tax plan bill. His plan would draw down on the state’s rainy day fund. The state treasurer oversees that fund. The money would pay for the governor’s tax plan.

“It is great to understand where we are from a forecast perspective,” he said. “That makes sure we’re on a sustainable and responsible path going forward.”

Royal said the federal government provides one-third of the state’s funding.

“We don’t have a contingency plan in place if the federal government cut that funding,” he said. “We don’t know the services that we would cut or the personnel we change to accommodate that.”

Royal said as state treasurer he would do more planning, such as a business would do, to protect Nebraska.

“If there is a drop in revenue, we need to make sure that Nebraskans will be in a good solid position,” Royal said.

That is the kind of professional money managing experience he would bring to the office, he said.

Royal’s platform for the state treasurer position includes:

– Fighting for property tax relief for all Nebraskans.

– Accountability for the investment and protection of taxpayers funds.

– Making sure the NEST program is the nation’s best tax-advantaged 529 college savings plans.

– Advocating for a curriculum that teaches high school students financial principles.

“The next generation of Nebraskans should be financially prepared,” he said. “We should have those financial conversations with them to put them on a good path. That will accrue benefits for the whole state.”

Royal said his most important responsibility would be to “manage taxpayers’ dollars well.”

“Our country is over $21 trillion in debt on the federal side,” he said. “Nebraskans have a lot to teach the rest of the country.”

Certified Public Accountant Taylor Royal is traveling the state during his campaign for Nebraska State Treasurer.

Current Treasurer Don Stenberg is retiring due to term limits, so voters will elect a new treasurer this fall.

SCOTTSBLUFF – Even though he’s yet to file officially for Nebraska State Treasurer, Republican Taylor Royal has been traveling the state to make his case.

“I think any candidate should have direct experience related to the position,” Royal said. “Money management and stewardship are at the very heart of what the treasurer does.”

The two questions he gets asked most frequently are why he’s running for the office and what the duties of the state treasurer are.

Royal is a certified public accountant and consults with businesses, families and individuals regarding international taxation and wealth management. He’s handled international clients with budgets larger than the State of Nebraska’s.

The state treasurer’s primary duty is to assure all tax dollars are properly accounted for, distributed to state agencies, invested and protected.

Another of the state treasurer’s duties is plan trustee for the $4.6 billion 529 plan, which allows Nebraskans to set aside funds to pay for their children’s college educations.

“The 529 program needs some tweaks,” Royal said. “If we’re going to offer this to Nebraskans, I want it to be one of the best and right now it’s not.”

The treasurer is also the trustee for the recently implemented Enable Program, a tax savings plan that works like Health Savings Accounts. With $3 million in that trust, it allows Nebraskans to set aside funds to pay for needed medical expenses.

When talking with Nebraskans around the state, Royal said most are concerned about the tax structure. Going hand in hand are property taxes and managing state finances.

“People are concerned our government isn’t being as efficient as possible,” Royal said. “That’s been in the forefront of the media recently with some of the proposals that have come out. But if we keep electing the same people; we’ll keep getting the same results.”

He said Nebraska needs to operate more like a business, especially in years when revenues are down.

“When revenues fall short, we don’t have a contingency plan so everyone panics on where we can make cuts. We need to be more proactive in identifying ahead of time where we can cut during slow years and be ready for the worst.”

When businesses and individuals go through hard times, they make actual cuts to their budgets. But Royal said the state budget is different.

“The budget Governor Ricketts is proposing is a cut on the increase in spending,” he said. “It’s not an actual cut because the budget will increase by about .2 percent this year. It just won’t grow as much as it has in the past. There’s a huge difference between how the public and politicians think of budget cuts.”

If the state is going to attract and retain the best talent and businesses to grow the economy, it has to have a tax structure to make that growth possible.

“When we look at all out surrounding states, Nebraska is behind the times when it comes to how we tax Social Security and military payments,” Royal said. “Even our property and sales taxes are among the highest in the country. We’ve got it all.”

He said the state can help create a healthy economic environment by reducing taxes, trimming the fat from the spending and managing the state’s finances well.

YORK – Taylor Royal, a candidate seeking the Republican nomination for and ultimately the position of state treasurer, says he’s bringing “a fresh perspective, as well as my education and background as a certified public accountant,” to the 2018 election cycle.

Royal stopped in York this week, as part of an ongoing statewide campaign.

He says he’s running on a platform of “good treasury management. We need to get a good return on our investment. The treasurer needs to be a good steward of the taxpayers’ funds.”

He says he will “fight for property tax relief for all Nebraskans, ensure Nebraska taxpayer funds are properly accounts for, effectively invested and completely protected. This is a great opportunity to advocate for the taxpayer. I can be the eyes and ears for the taxpayers. I will work with the Nebraska Investment Council to make the NEST program one of the country’s best tax-advantaged 529 college savings plans. And I will advocate for a curriculum that teaches high school students sound financial principles, like budgeting, saving and investing. We need to make sure the next generation is better financially prepared for the future.”

Regarding the issue of property tax relief and the acknowledgement that the treasurer does not participate in creating policy, Royal says he still feels the person in that state seat can have a strong voice as an advocate about the most burning issue in the state.

“We are one of the highest taxed states, which we have to address if want to retain and attract business and talent,” Royal said. “The treasurer could have a role in that, by being a strong advocate.”

He has some perspective into the attraction and retention of talent. Royal says he made the conscious choice to return to his home state of Nebraska, to live, work and raise a family.

“I love Nebraska, I care about our state and I want to be a part of the great opportunity we have to shape the future of Nebraska,” Royal said.

Currently, Royal works with his father, Scott Royal, as a financial manager at Northwestern Mutual. The Omaha native went to Skutt Catholic High School. He then graduated from the University of Nebraska-Lincoln with an accounting and finance degree. He later received his Masters Degree in accounting from Southern Methodist University.

Royal says his educational and work background fully equip him with the skills needed to be state treasurer.

“That is valuable in government. The taxpayers are the clients, we’ve lost that mentality and we need to be sure that the taxpayers are being treated as the clients, that they are seeing a good return for the taxes they are paying. I have the qualifications, the education, the training and the experience. I’ve done the work and that’s what the new state treasurer needs to bring.”

He also says he believes in complete transparency of government. “There will be no mystery on what I will do as treasurer.”

With current state treasurer, Don Stenberg, being term-limited, Royal said becoming a candidate was a natural step.

“My expertise, my qualifications, they fit the position,” the Republican said. “I’m running because I can do a good job. And I promise that’s what I will do when I’m elected as Nebraska’s next treasurer.”

Omaha financial adviser running for state treasurer

Taylor Royal hopes to use the position of state treasurer to advocate for Nebraska taxpayers and make sure the state is competitive with other states.

That is how he defined his goal for the position during a recent stop at the Hastings Tribune as part of a statewide tour after announcing his candidacy earlier this month.

“Just making sure I see as much of the state as I can and meet with as many people as I can, I think is important,” he said.

Royal, 27, cites his skills and experience as a financial adviser at Northwestern Mutual, a financial services and wealth management firm in Omaha as qualifications for the position.

He identifies himself as fiscally and socially conservative.

“I just want to carry the torch for Nebraska values in the state capitol,” he said.

He said as state treasurer those conservative values could be seen through good stewardship of tax dollars.

“Hopefully, as a result of good stewardship, we’re able to focus as a state on bigger issues like tax structure here in Nebraska, making sure our tax structure makes us competitive as a state,” he said. “I think we have heavy lifting to do in that regard.”

Royal is running for state treasurer after finishing third in the Omaha mayoral primary in April.

Based on his experience with that previous race, he said he wants to be more in front of the community, meeting as many people as possible so they are familiar and comfortable with his background and his vision for the treasurer’s office.

Among his campaign platforms include fighting for property tax relief for all Nebraskans; ensuring tax payer funds are properly accounted for, effectively invested and completely protected; working with the Nebraska Investment Council to make the Nebraska Educational Savings Trust 529 college savings program is one of the country’s best tax-advantaged 529 college savings plans in the country; and advocating for curriculum that teachers high school students sound financial principles, like budgeting, saving and investing.

From a stewardship perspective, Royal said that includes is making sure dollars that come into Nebraska’s treasury are “effectively invested, completely protected and properly accounted for,” as well as making sure the right financial controls are in place.

For oversight of the NEST 529 plan, Royal said he intends to work with the Nebraska Investment Council to make sure the right investment options are in each of the funds and that these investment options are performing well, up to the level of the benchmark and that Nebraskans “aren’t paying massive amounts of fees to invest their money.”

He said outgoing state treasurer Don Stenberg has done a good job promoting the program.

“I just want to carry that torch,” he said. “With college costs sky rocketing, we want to make sure the 529 plan is working for Nebraskans and that that option is available to save for their son or daughter’s future.”

Like 529 plans in all states, NEST is open to investment by residents from all states.

Citing a rating from investment management company Morningstar, Royal said the NEST 529 plan is middle of the pack.

“I believe Nebraskans deserve the best,” he said. “So I want to work hard. I think there’s some good strategic switches and things that we can do in there and I think we can make our program better.”

Royal becomes the second candidate for the Republican nomination for State Treasurer, joining District 49 State Sen. John Murante.
